PPP Structuring
Since its foundation, Albion has been very active in PPP structuring activities, assisting its clients (both private and public) in the design and definition of the contractual and economic-financial scheme of each partnership.
Evaluation of the PPP initiative and definition of the most efficient organizational arrangements for its implementation
Assessment of project risks and consequent identification of the relevant “mitigant circumstances” (risks matrix)
Assistance in the definition of PPP initiative Proposals to public authorities in compliance with the Italian Procurement Code (Codice degli Appalti) (inter alia for the drafting of a “draft concession agreement” and predisposition of an audited financial model as required by Italian law)
Assistance in the drafting of the documentation related to the PPP feasibility study (contents of the study are defined by the Italian procurement code
Assistance in the PPP negotiation with public counterparts
Utilisation of the PSC (Public Sector Comparator) tool in order to verify and confirm that a PPP proposal meets all terms and conditions for obtaining a declaration of “public interest”
